Position: Project Finance Officer
Place of Employment: Nairobi, Kenya
Job Summary
The Project Finance Officer provides oversight to ensure the prudent, transparent, and accountable management of NICE Project resources in accordance with donor reporting requirements. The role is responsible for safeguarding donor investments through financial planning, budget management, financial audits, financial analysis, and reporting. Working closely with the Project Manager and implementing teams, the Finance Officer will ensure financial resources are utilized efficiently and effectively, in compliance with donor guidelines and organizational policies, while promoting value for money, fiduciary accountability, and the achievement of project results.
Responsibilities
- Financial planning & budgeting: Support annual budgeting, forecasting, and year planning in line with donor guidelines, and work with project teams to develop costed work plans, monitor budget implementation, and analyze variances.
- Financial accounting & transaction management: Maintain accurate financial records, post transactions, process payment requisitions, and manage payments, bank accounts, debtors, creditors, and fixed asset registers.
- Reconciliations & asset management: Conduct monthly bank reconciliations, ensure timely payments to service providers, and supervise the program asset inventory, recording, and verification.
- Financial reporting & audit management: Generate accurate financial reports, prepare end-of-year adjustments, conduct variance analysis, and provide support for institutional and project audits.
- Financial risk management & compliance: Enforce compliance with policies, donor requirements, and national laws and regulations, and implement procedures to minimize financial risks.
- Partner support & records management: Provide technical assistance to partners on financial reporting, respond to audit and programme documentation requests, and maintain the finance filing system and month-end reporting schedule.
- Administrative & procurement support: Provide administrative support to project operations, including processing procurement requests, maintaining supplier and contract records, tracking purchase orders and deliveries, and ensuring documentation meets donor and organizational procurement standards.
Qualifications and Skills Required
- Bachelor’s degree in finance, Accounting, Economics, Business Administration, or a related field.
- Professional accounting qualification (e.g., CPA, ACCA) is an added advantage.
- Proven experience in financial management, budgeting, and expenditure forecasting on donor-funded projects.
- Proficiency in accounting/financial management software (e.g., QuickBooks, Sage, or similar) and advanced MS Excel skills.
- Strong understanding of donor compliance frameworks, financial reporting requirements, and audit processes.
- Excellent analytical, report-writing, and presentation skills.
- Strong planning and organizational skills, with high attention to detail and ability to work with minimum supervision.
- Ability to deliver results under strict deadlines.
- Experience working with donor reporting requirements and compliance frameworks is an added advantage.
